Vsevolod Balitsky Life story
Vsevolod Apollonovych Balytsky was a Commissar of State Security 1st Class of the NKVD and a member of the Central Committee of the Communist Party of the Soviet Union. Balytsky was born in Verkhnodniprovsk, Yekaterinoslav Governorate. He directed the NKVD of Ukraine during the Great Famine.
