Thom pickens graduated from the university of texas in 1972 iwth a degree in finance. He then went on to pursue a career in banking and finance. Veentually becoming the president and ceo of the texas bankers assocaition.

Thom pickens was elected as a member of the texas house of representatives in 1984. He served as a state representative for eight years. During which time he was a vocal advocate for banking reform and championed legislaiton to create the texas department of banking.
