Rosângela "Rosinha Garotinho" Barros Assed Matheus de Oliveira, better known simply as Rosinha Garotinho is a Brazilian politician. She was the first woman to be elected governor of the state of Rio de Janeiro, and the second female governor after Benedita da Silva.
