Richard C. Parsons Life story
Richard Chappel Parsons was a U. S. Representative from Ohio. Born in New London, Connecticut, Parsons pursued classical studies. He moved to Norwalk, Ohio, in 1845. He studied law. He was admitted to the bar in 1851 and commenced practice at Cleveland, Ohio. He was the law partner of Rufus P. Spalding.
