HS2: Six reasons why the rail way is so expensive

Feb 16,2020 5:27 am

HS2 is the "largest Infrastructure decision-making since the second World War ," said a government official.

Whether you want to go ahead with the construction of the high-speed rail line has become a dilemma for Boris Johnson , because of the estimated price shot up back in the summer.

The government, the official review of the scheme by the BBC, puts the potential cost as much as £106bn.

Here are some of the reasons why The Project is so expensive, and why their budget has risen sharply.

1) Fast trains, many trains A proposed design for a HS2 train

The Blueprint for HS2 has been designed so that The Track has space for more trains per hour - 18 - than any other high speed line in The World .

The Infrastructure - Numbers of platforms at the stations - and the systems, the signaling means are designed, therefore, in this sense.

The trains with operating speeds of up to 360 km/h (224mph), faster than any other train in Europe, and only more slowly than in China.

the alignment of The Track on The First route between London and Birmingham, will also mean faster trains could be up to 400 km/h on HS2 in The Future .

The Track will sit on a concrete "slab track", is durable but more expensive to buy than their conventional ballast.

2) risk and uncertainty

If you are planning a large Infrastructure project such as HS2, experts are needed to make informed estimates about the amount of time and money to complete each phase.

HS2 Ltd has often be criticized, because you are not factoring enough risk and uncertainty in the calculations.

the Former HS2's Directors have even been accused of holding, The Company , the cost is artificially low to make The Project even more attractive. HS2 Ltd rejected the claim.

One of the great unknown, which was underestimated in The First phase, was ratios, the "floor".

Now, carried out surveys of The Surface along the route from London to Birmingham, the higher the cost calculations for The First piece, are considered to be more robust.

But surveys were not carried out, the latter and longer phase, Birmingham, Manchester, and Birmingham to Leeds.

And that is the reason why The Price for the Second Phase of HS2 is safe.

3) property is not cheap

HS2, the wind finding its way through a crowded landscape. The First route from London Euston to Old Oak Common in west London is through a huge tunnel under the centre of London.

build The Line , HS2 Ltd has not to be forced to come to the acquisition of land and property along the route, and a block of flats in London cheap.

HS2 Ltd land and property calculations has been used, have been underestimated as recently as 2015-16, criminally.

In one of the studies commissioned by HS2 Ltd , and is not seen by the BBC, a large number of properties will get a value.

Since then, HS2 Ltd has undertaken to improve more in-depth work, his estimates.

4) Moving rivers items such as grave stones have had to be moved before work from HS2

Try to make all wiring and piping under our crowded cities.

Much of The Work HS2 Ltd has already carried out between London and Birmingham, the redirection of connections away from the construction site was.

But in some places, roads and even rivers also moved.

On the M42 near Solihull, you have The Foundations for a new bridge over the highway. A bridge in the vicinity will be demolished and the new bridge laid.

you have several examples like that on the 330 miles of track could find.

I have traveled a lot in Spain's high speed AVE network, which flies by large stretches of barren, dry landscape. The UK is much more populated and more dense, so that building HS2 is a game of a different ball.

5) cuttings and viaducts

you may be surprised to hear that The View from The Window of a HS2 train from London to Birmingham, most of the time, not very exciting.

This is because a large part of the route is built, what are known as "cuttings".

cuttings mean, The Track is actually under the earth banks each side. The cut reduces the impact of The Line on the surrounding landscape.

There are also 25 miles of tunnels on The First phase of The Project . The longest (10 km) and deepest tunnel (90 meters at its deepest point) go under the Chilterns.

And there are 12 miles of viaducts. A two-mile viaduct in the Colne Valley in Buckinghamshire is the longest in the country.

6) the calculated efficiency, and risk -

previous estimates of the cost calculations on HS2, the savings were taken into account. But often these efficiencies have not been realized, so that the cost went up.

In a large Infrastructure project such as this, The Company in the total charge HS2 Ltd - contracts The Work to a variety of other companies.

The Company , carried out on behalf of HS2 Ltd in the early part of The Project , The Risk in connection with The Work . The prices significantly upward.

According to The National Audit Office, it added at least £1 billion for the budget. However, there were reports that the number was much higher.

Now, the contract partner does not bear The Risk . This should help the prices down.
