Lord Eustace Brownlow Henry Cecil was a British, Conservative Party politician. Cecil was the youngest son of James Gascoyne-Cecil, 2nd Marquess of Salisbury by his first wife Frances Gascoyne and was educated at Harrow and the Royal Military College, Sandhurst.
