Frank Napier Life story
Frank Napier Jr. , Ed. D. was an American former superintendent of the Paterson School District in Paterson, New Jersey. In the 1980s, he received national recognition as superintendent through Joe Louis Clark, the notable and controversial former principal of Eastside High School.
