In 1982, Cuban political activist Nestor (Jimmy Smits) is ripped from the arms of his loving wife, Isabel (Greta Scacchi), and thrown in jail for dissidence. Frightened, Isabel flees with their daughter by sea to America. Off the coast of Florida, she meets Sam (Vincent D'Onofrio), a kind fisherman who sees them safely to Miami's Little Havana.
