Carlos Enrique Soto Life story
Carlos Enrique Soto was born in Marinilla, Antioquia, Colombia in 1954, and he served as a Pereira city councillor from 1988 to 1992 as a Colombian Liberal Party member. In 2002, he campaigned for Alvaro Uribe, and he was one of the first members of Uribe's "Party of the U".
