Bilahari Kim Hee Papanasam Setlur Kausikan is a Singaporean retired academic, diplomat and civil servant who served as Singapore's Permanent Representative to the United Nations between 1995 and 1998.
Early Life

Kausikan began his career as a legal conusel in singapore s ministry of foreign affairs in 1973. After several years in the ministry. He was appointed singapore s ambassador to the united states in 1989. He then served as singapore s permanent representative to the united nations from to 1996. In 1998.
