About The Wind

Lizzy is a tough, resourceful frontierswoman settling a remote stretch of land on the 19th-century American frontier. Isolated from civilization in a desolate wilderness where the wind never stops howling, she begins to sense a sinister presence that seems to be borne of the land itself, an overwhelming dread that her husband dismisses as superstition. When a newlywed couple arrive at a nearby homestead, their presence amplifies Lizzy's fears, setting into motion a shocking chain of events.

Manchester sex abuse: Exploited children 'were not protected"

Nov 3,2023 1:11 am

The Report focused on the death of Victoria Agoglia and operating Augusta

The Police and The Social worker Sexual Exploitation in Manchester, studied, knew, were to Abuse the children suffer "The Most in-depth. But you don't have to protect", a report has found.

After a child found death in 2003, The Police identified at least 97 suspects, But "very few" face of the judiciary, The Independent assessment.

The Police closed the operation "in advance", after officers decided to said, you "remove " resources",

The Police , "authorities fell short".

Greater Manchester Police (GMP) operation of Augusta, was Set Up to address, "the Sexual Exploitation over a wide area, a considerable number of children in the Care system from mainly Asian men," The Report said.

Greater Manchester mayor Andy Burnham , who commissioned The Report , as a result, focused on the death in 2003 of the 15-year-old Victoria Agoglia and GMP with the subsequent investigation.

He said: "Victoria's death had "exposed a network of pedophiles need to have brazenly abused Young People in Care . of, [the] should have been brought to justice, escaped, But , shockingly, most of them, and some of the Links were to a relapse".

He added that it was now "a zero-tolerance approach to Sexual Exploitation of any kind".

Victoria's grandmother, Joan Agoglia, said the publication of The Report made her feel "wonderful, how I fought for My Life , it seems."

GMP Chief Constable Ian Hopkins has apologised for The Police failures that allowed the Abuse of children in Care .

"on behalf of the Greater Manchester Police, I would like to me the crimes that were perpetrated to apologize for all of these vulnerable children, which are not investigated in the lurch in 2004, The Police thoroughly.

"I would like to say that I, personally, am outraged that these children have not been maintained, and of the terrible Abuse they suffered. "

GMP is the examination of the cases will be dealt with in The Report , and has Lead to a voluntary referral to The Independent offices for The Police .

Manchester City Council (MCC) chief executive Joanne Roney said, some of the Social Work of the time "fell far below The High standards we now expect," and added: "We insure people, More Than a decade and a half of learning later, we are in a much better place. "

She Said all of The Social workers and managers in the cases were no longer working for The Council and four were referred to the health and Care Professions Council for possible disciplinary action.

Who is Victoria Agoglia was? Victoria Agoglia was in the Care of Manchester City Council, after the death of her mother.

The Report found that their supervisors were aware of, to be subject to "multiple threats, sexual assault and severe Sexual Exploitation " and had said that she was "injected with heroin by an older Asian people, [But ] was no action by The Police or social Care ".

she died later, "was administered a drug overdose," But The Men who exploited you "have never brought before the court," The Report said, adding that his authors has had access to files in connection with Victoria from Manchester coroner refused.

It said the court recognized physicians in their investigation, "several problems", But described Victoria as "with a penchant for 'sexual favors,'" the "significantly under-plays the exercise of coercion and control," they are subject to.

He added that he, as "both the harrowing experience of Victoria" and their contemporaries, the author of "can not understand", as The Coroner stated in the time that it was "absolutely essential" that public confidence in "the quality of the Care and support offered to children within The Child protection system".

In the time that she died, Manchester Social services, said it had done everything to keep what is possible in Victoria for sure.

In 2004, a 50-year-old man has been cleared of her manslaughter, But recognised, two crimes, injecting her with heroin, and was jailed.

What is the operating Augusta was? After Victoria's death, GMP and the Operation started in Augusta, the identified at least 57 children "as a potential victim", and up to 97 "persons of interest" involved, the crimes committed against them.

The Report found the operation was finally "closed prematurely. before it to complete its work" a decision was driven by the desire to "remove" the resources", instead of "common understanding, that all the lines of The Investigation has already been successfully completed or exhausted".

"The Authorities knew that many [children] were exposed to the deepest Abuse and exploitation, But does not protect them from The Perpetrators ," She Said .

What has The Report ? The authors of The Report , child Care expert, Malcolm Newsam, and former Det Supt Gary Ridgeway, as a "sample" of cases from the operation of Augusta, and in each, found that they "can offer no assurance" that the alleged offences taken into account were "appropriate by either GMP, or MCC".

they also found Eight Men identified, the had gone in The Investigation , to commit serious sexual offences, including rapes of girls aged under and over 16 years after the operation was completed and that a suspect vehicle was discovered in The First investigation was associated with a GMP officer who was later dismissed from The Force .

Greater Manchester mayor Andy Burnham , commissioned The Report , said The System was "guilty of shocking weaknesses", It was called Victoria's family and The Other exploited children have investigated your accusations of "complete" and The Mayor , GMP, and MCC needs to look, "as the people who appeared to be a risk for children, in 2004, can now be brought to justice".

you came to the conclusion that "any future approach" is required, "the exploitation of a larger number of children than is recognized, the operation Augusta".

"nevertheless, the danger of repeating the mistakes of The Past and not The Survivors the justice they deserve would be added," it is.

What was the answer? Ms. Agoglia said she was lied to by The Police and social workers at the time of her granddaughter's death, and added: "Where were you when Victoria was abused?"

"I told them, and I explained to them that Vicky came down again and again to me. and you told me yourself what had these men done to her. "

Former Det TÜV Maggie, Oliver, said senior officers in GMP had "betrayed The Public " and tried to "bury The Truth ".

Ms Oliver said that if they had concerns at the time, it filled with "misogyny", and described as an "emotional woman" who was to engage the "" with The Victims .

"the kids were just thrown to The Wind ," She Said .

"the question I would raise is:" Why are these people facing charges of misconduct in a public office? Where is the accountability?"

you Apologized to "all those vulnerable children," Assistant Chief Constable M Hussain told GMP accepted "that The Authorities fell short do everything you could to protect and support The Child identified victims of Sexual Exploitation ."

"children should expect to be able to that are responsible for their Care , will do everything they can to keep you safe. "

This is not Ancient History . This error happens in the years 2004 and 2005.

had been passed Act, The new children only. The Authorities were promising, it was lesson learned about always putting the children first.

But reading in today's review, it is clear that many lessons had not been learned.

So What went wrong? As The Mayor of Greater Manchester , Andy Burnham said, it's an institutional way of thinking, in which young, vulnerable girls were not as victims, But as the problem was.

they were children in our Care . Children, some as characterized by those in authority as a prostitute and promiscuous. Children, it was said, had chosen to be exploited.

And The Perpetrators were all from an ethnic minority, which had been recognised by The Authorities , even the victim of prejudice and racism.

how demanding and difficult it may be, the welfare of children must always. in The First place

Mr Burnham said, to read The Report "extremely difficult", But it was "only up to the mistakes of The Past , that we will be able to correct them".

He said Victoria's death "should be a wake-up call" as it "exposed a network of pedophiles need to have brazenly abused Young People in Care ".

"Each and every one of these perpetrators would have been brought before the court, But shockingly, most of them escaped, and some of the Links were to a relapse. "

Ms Roney said MCC "can't change The Past [But ] we have learned and will continue to do so, to ensure that no stone is left untried, to these incredible crimes."

"We recognize that some of the Social Work practice and management oversight about 15 years ago, fell far below The High standards we now expect, [and] we are very sorry that not enough has been done to the protection of Our Children at the time," she added.
