The White house broke The Law by withholding aid to the Ukraine, which have been approved by the U.S. Congress, a government watchdog has said.

The Government Accountability Office (GAO) comes in judgment, as President, Donald Trump faces an impeachment trial in The Senate in connection with the withheld aid.

He is accused, to investigate the freezing of aid to pressure the Ukraine, the political rivals.

Ukraine has a probe separate allegations associated with the removal.

Why was the aid freeze illegal?

"the Faithful execution of The Law is not allowed to replace The President , his own political priorities to those adopted by the Congress, into Law ," the decision of the GAO said.

The White house Office of Management and Budget (OMB) "retained funds for a policy of reason, which is not permitted under the Impoundment Control Act (ICA)," the judgment further.

The 1974 Impoundment Control Act says it is illegal for the White house to withhold aid appropriated by the Congress. He also says the White house First Alert Congress before it is delayed or blocked funds of trump-management is not to do.

No penalties come with a violation of the ICA. Several presidents have already found, from the GAO, have against the US laws.

The Law allows you to sue The Agency , the blocked or delayed funds released, but that's only happened once in the history.

The assistance to Ukraine was published in September 2019, More Than two months after it was initially blocked.

The White house said that it does not agree with the Gao's opinion, accusing The Agency of trying to "put themselves in the media controversy of The Day ".

Democrats welcomed the ruling and said it undercuts the Republican claim that The President committed no crime.

In a press conference on Thursday morning, House of Representatives Speaker Nancy Pelosi said the White house "broke The Law ".

Marie Yovanovitch was an important witness in the impeachment proceedings against President Trump, What led to that Ukraine the investigation?

The ruling comes as the Ukrainian authorities, a criminal, began a legal inquiry into whether Mr Trump supporters of the spying on former US Ambassador in the Ukraine, Marie Yovanovitch were.

The former messenger, the movements have been monitored, according to letters, Phone records, notes, and flash-drives to get from Lev Parnas, a Ukrainian-American businessman.

Mr. Biden, a potential Democratic rival, Mr Trump in the White house is the election in November of this year.

Ms Yovanovitch has called for an investigation into the news by her lawyer as "disturbing".

What to say to Lev Parnas?

Mr. Parnas told NBC that he was Biden in Ukraine to examine the pressure on the officials, Mr, and his son, Hunter, in the name of Mr Trump and Mr Giuliani.

He said that President Trump "knew exactly what was going on".

"I would do nothing without the consent of Rudy Giuliani or The President . Why would [the Ukrainian] President Zelensky Inner Circle or in the [Interior] Minister [Arsen] Avakov or all of these persons, or in the [former] President [Petro] Poroshenko to meet with me?

"Who am I? They were asked to meet with me. And this is The Secret that you try to keep. I was on the floor to do their work," he added.

Former New York mayor Rudy Giuliani , was a Central figure in the Ukraine affair,

The files also indicate, Mr. Parnas was directly involved in trying to President Zelensky announce an investigation of Mr. Biden.

A hand-written note from Mr. Parnas States: "Get Zalensky [sic] to Ad [sic] that the Biden case to be investigated. "

There is also a screenshot of a previously unknown letter from Mr. Giuliani, Mr. Zelensky, in which he asks to organize a meeting.

Mr. Parnas said President Trump "decided" to withhold the military aid to increase pressure on Ukraine to investigate the three-part' activities.

Mr. Parnas also said he told a Ukrainian official, that the US Vice-President Mike Pence , would not The President Zelensky the inauguration, unless it was an investigation into the three-piece.

Mr Trump has not, Mr. Parnas said, he knows. Referring to photos of herself with Mr. Parnas and other Giuliani associate, he said: "It is possible, I have a picture with you, because I have a picture with all of them. "

Incredibly, Ukraine is on the search, whether Trump supporters were involved in illegally surveilling Marie Yovanovitch , when she was US Ambassador in Kiev.

At the time, Ms Yovanovitch was the subject of a public campaign of President Trump attorney Rudy Giuliani and his staff to have her removed.

In may 2019, you were successful, with Ms. Yovanovitch later testify to Congress, she was remembered in the short term, because of an unspecified threat to your safety.
