the President of Russia Vladimir Putin has declared a state of emergency after 20,000 tonnes of oil into a river within the Arctic Circle .
The oil spill is what happens when a tank at a power station near the Siberian city of Norilsk broke Last Friday .
President Putin expressed anger after the discovery, officials only learned about The Incident Two Days later.
The complex is owned by a subsidiary of Norilsk Nickel, The World 's leading nickel and palladium producer.
And in a televised video conference on Wednesday, Mr Putin sharply criticized The Head of The Company over the timeliness of its response.
"Why authorities only find out about this Two Days after the fact?", he asked the daughter, boss, Sergei Lipin. "Are we going to learn more about emergency situations from the Social Media ?"
The region's Governor Alexander Uss, had previously told President Vladimir Putin that he appeared aware of the oil spill on Sunday that "alarming information in Social Media ".
Mr Putin has ordered an investigation into The Accident , and a manager of the Power Plant has now been arrested.
