Investigation into man's death in a Torquay police cell

Simeon Francis, 35, who was black, died in a cell at Torquay Police Station on 20 may after his arrest in Exeter, The Independent office of police behavior (IOPC) Said .
A preliminary inquest, the cause of Death , it Said .
Devon and Cornwall police Said it was "co-operating fully" with The Independent investigation.
Mr. Francis was arrested, at about 00:45 BST on 20 may in Cowley Bridge Road in Exeter. He was transported, the Said van to Torquay, before you booked into custody at about 03:00, the IOPC.
Mr Francis has not been found responsive in a cell at Torquay policepolice Said that paramedics were called after he was found "seriously ill" in his cell in the afternoon. The IOPC Said an ambulance crew pronounced him dead at 18:00.
