Environment Agency boss: Avoid the construction of new houses in flood areas

Sep 22,2023 8:51 pm

High water swamps Severn Stoke in Worcestershire on the weekend

The Head of the Environment Agency , is to warn against the construction of new houses on flood plains, in the midst of the floods in many parts of England after severe rains.

In a speech later, Sir James Bevan new housing should only be allowed if they are resilient to floods.

It Comes as storms Ciara and Dennis caused widespread flooding.

River values are in Shrewsbury on Tuesday , where a severe flood Warning - meaning danger to Life - is available.

for years, the Environment Agency needs to be strengthened-for England - concerns with regard to building houses in flood plains, and Sir James set That message in his speech on Tuesday .

Sir James will say, That the "Hard Truth " is That it is to move may be better for some communities

He is expected to confirm, to prohibit That it is realistic, the whole development in these areas - since they cover so much of the country.

But, he says, should only be built if there is "no real alternative" and Only If they are designed to flooding to be more resilient.

examples of techniques That could "flood-proof" houses with the Ground Floor for garages, so That people can stay safe at the top.

Other natural methods could be the planting of trees, creation of habitats in wetlands or restoration of the rivers was artificially straightened to her "natural " curves".

Sir James will move to the question of whether it might be better for the municipalities to get out of the Way of the damage, if The Risk of flooding, either from rivers or The Sea is too large.

It is Nothing New for the Environment Agency is Warning , home, build on floodplains - we have heard That for years.

But by the repetition of The Message now, in the midst of the ongoing devastation following storm Dennis, Sir James Bevan hopes to attract more attention.

Like other high-level representatives of The Agency , he wants the impetus for a national debate about How To prepare you not only for the next high-water, but also for a future with a more hostile climate.

He raises some profoundly difficult questions, such as whether to build it is feasible, the greater of the high water protection.

And it is a step in the sensitive area by marking what he calls a "Hard Truth " That some places are too hard, from rivers or The Sea .

In those cases, he says, "it may be better to choose for the municipalities to shift, out of the danger zone. "This is a drumbeat and something That most politicians would prefer to run a mile.

Severe flooding has hit parts of England and Wales, for weeks, in The Wake of the two storms heavy rains and strong winds.

There are 112 flood warnings still in place, including two severe warnings for the River Severn at Shrewsbury and Ironbridge.

More Rain is expected and the forecast for the peak-to-5. 5m on Tuesday evening, beating the previous record.

Ann DiTella, Shrewsbury (B& B Darwin's Townhouse, said 11 of the rooms had flooded, less than a week after water "destroys everything in its Wake".

Meanwhile, dozens of people in wharfage, Ironbridge, were asked to evacuate, as the River Severn breach The Flood barriers.

On the weekend, parts of Scotland were also hit by severe flooding with several cars stranded in Renfrewshire.

'weather-bomb"

Sir James' comments in a speech at The World water-Tech Innovation Summit in London.

He will say: "firstly, we must continue to do what we have done for some years now: the building and maintaining of strong defenses reduce The Risk of communities being flooded.

"But in The Face of climate emergency, we now need a second, parallel route: making our communities more resilient in the event of flooding, so That , if it happens, it is much less dangerous for the people, much less damage, and faster return to normal much.

"The Best Way to resolve the Situation is to defuse The Weather bomb, improved protection and strengthening resilience. We need both of them. "

EA, it is spending £2. 6bn on new high-water protection, the better to protect than 300,000 properties by 2021, plus £1 billion on the maintenance of existing defence assets in England .

Because England has so many rivers, much of the Land in a floodplain is.

Sir James is set to warn you, That with a growing population, The Number of properties in the floodplain is likely to almost double in the next 50 Years .

the scientists warn That Climate Change will increase The Risk of flooding, as the winter storms bring more heavy rains in a warming world.

England has already been 141% of the average February rainfall in this month.

Some areas saw a month's worth of rain in 24 hours, and the water level in the Colne, Ribble, Calder, Aire, Trent, Severn, Wye, Lugg and Derwent all the new records in the last days
